			<content:encoded><![CDATA[<p>CEDAR RAPIDS &#8212; For the past few months, as <a href="http://iowaindependent.com/tag/terry-branstad" target="_blank">Terry Branstad</a> has danced around the edges of an official gubernatorial announcement, the <a href="http://iowaindependent.com/tag/iowa-democratic-party" target="_blank">Iowa Democratic Party</a> has performed its own<a href="http://www.youtube.com/watch?v=DNFelWWdFIQ" target="_blank"> retro dance moves</a> in an effort to point out how much has changed since Branstad last led the Hawkeye State. Now that Branstad has officially joined the 2010 race, however, the time for fun and games appears to be coming to an end.</p>

<p>Branstad, who previously served four terms as governor, <a href="http://www.desmoinesregister.com/article/20100120/NEWS09/1200348/1056/Launching-GOP-gubernatorial-run-Branstad-pledges-more-jobs" target="_blank">officially kicked off his fifth campaign</a> Tuesday in Des Moines, billing the event as &#8220;a historic comeback&#8221; and speaking in front of an old airplane at the State Historical Building to complete the revisiting-the-past theme. Following that first official rally, where Branstad pledged the creation of 200,000 new jobs and increased income for Iowans, the campaign began a multi-city &#8220;Comeback Tour&#8221; of the state.</p>
<p>Iowa Democratic Party Chair <a href="http://iowaindependent.com/tag/michael-kiernan" target="_blank">Michael Kiernan</a> launched a tour of his own to coincide with Branstad&#8217;s, hoping to counter the former governor&#8217;s message with a dose of skepticism.</p>
<p>&#8220;This has been a long-awaited announcement &#8212; and one that I believe was politically motivated and strategic so that [Branstad] wouldn&#8217;t have to talk about his record,&#8221; Kiernan said. &#8220;I think he now enters the toughest race of his life &#8212; candidate Branstad versus Gov. Branstad. He says he wants to run on his record, on his experience and leadership, yet he does everything he can to run away from his record.&#8221;</p>
<p>For months since it was first rumored that Branstad might be considering re-entering Iowa politics the <a href="http://www.iowaknowsbetter.com">IDP has been on his heels</a>, pointing out that while candidate Branstad has criticized current Democratic Gov.<a href="http://iowaindependent.com/tag/chet-culver" target="_blank"> Chet Culver </a>for spending, former Gov. Branstad raised sales tax by 67 percent, increased the gasoline tax by five cents per gallon and attempted to tax Social Security benefits.</p>
<p>&#8220;When confronted with the differences between his record and what he is now promising, Bradstad says that he made mistakes and has learned from those mistakes,&#8221; Kiernan said. &#8220;Frankly, Iowans can&#8217;t afford any more learning experiences.&#8221;</p>
<p>The IDP&#8217;s attacks against Branstad, many of which stem from his rivals in the GOP primary, are evidence to some that the former governor is the only Republican challenger Democrats believe could be a serious threat to Culver.</p>
<p>Just this week, when Branstad&#8217;s Republican opponent <a href="http://iowaindependent.com/tag/bob-vander-plaats" target="_blank">Bob Vander Plaats</a> disclosed that he had raised more than $500,000 in contributions and donated goods and services, the Iowa Democratic Party issued a press release noting that Branstad&#8217;s record was <a href="http://iowapolitics.com/index.iml?Article=182490" target="_blank">pushing Iowa&#8217;s social conservative base away</a> from his campaign. While the press release could not be construed as any sort of endorsement of Vander Plaats, it still managed to raise a few eyebrows.</p>
<p><a href="http://iowaindependent.com/tag/jeff-angelo" target="_blank">Jeff Angelo</a>, a former Republican state senator from Creston, said the IDP had to be shocked at Branstad&#8217;s <a href="http://www.desmoinesregister.com/article/20091114/NEWS09/911150335/-1/iowapoll/Iowa-Poll-Low-rating-for-Culver-reveals-vulnerability" target="_blank">24-percentage-point advantage over Culver </a>in a recent poll, a factor that contributes to their focus on only one of the four men seeking the GOP nomination.</p>
<p>&#8220;The only way to erase that type of lead is to attack early and often,&#8221; Angelo told The Iowa Independent. &#8220;One clever way of doing it is to simply use a primary opponent&#8217;s message against the target. That way, a spokesman for the opposing party doesn&#8217;t look so &#8216;mean.&#8217; The spokesperson is simply echoing what&#8217;s being said within the primary. If Branstad becomes the nominee, the Democratic Party can use these initial attacks to further create doubt in the voters&#8217; minds as the general election campaign continues.&#8221;</p>
<p>As evidence of what Angelo was explaining, Kiernan, who met with Linn County Democrats on Tuesday afternoon, pointed to the changing landscape of the <a href="http://iowaindependent.com/tag/republican-party-of-iowa" target="_blank">Republican Party of Iowa</a>, saying the Terry Branstad of the 1980s and 1990s may no longer garner public support. Although his selection of Joy Corning for lieutenant governor was widely accepted during his previous tenure, even the tenuous connection that remains between the two irks social conservatives in the state who do not find Corning pure enough on issues such as same-sex marriage.</p>
<p>Branstad has been publicly attacked by members of his own party for campaigning on behalf of Ben Nelson, a Nebraska Democrat in the U.S. Senate who ultimately supported a national health reform package. The influential conservative group Iowa Family Policy Center not only <a href="http://iowaindependent.com/25552/rally-to-oppose-gay-marriage-morphs-into-vander-plaats-event">gave its endorsement to one of Branstad&#8217;s opponents</a> but pledged that it would not support Branstad should he become the party&#8217;s nominee.</p>
<p>But as recent polls have shown, Branstad is not alone when it comes to problems with his base. Culver has his own demons to battle when it comes to full-throated support from grassroots Democrats. His 2008 <a href="http://iowaindependent.com/2328/culver-vetoes-collective-bargaining-bill-pay-raises" target="_blank">veto of a collective bargaining bill</a> supported by organized labor has led to <a href="http://iowaindependent.com/2328/culver-vetoes-collective-bargaining-bill-pay-raises" target="_blank">rifts in long-held friendships</a> and further stress between the governor&#8217;s office and the Democratically-controlled Iowa House and Senate. While Culver might have been forgiven for not calling a special session to deal with the massive 2008 floods, few in the gay-rights community have forgotten that <a href="http://www.globegazette.com/articles/2008/01/19/state/doc47918f9257fb4951365507.txt" target="_blank">he once promised such a special session</a> to &#8220;deal with&#8221; an <a href="http://iowaindependent.com/tag/iowa-supreme-court" target="_blank">Iowa Supreme Court </a>decision legalizing same-sex marriage. Still others are dismayed by his <a href="http://iowaindependent.com/18293/acknowledging-existence-of-atheists-is-too-offensive-for-des-moines" target="_blank">reaction to bus advertisements purchased </a>by the <a href="http://www.iowaatheists.org/drupal/" target="_blank">Iowa Atheists and Freethinkers</a>.</p>
<p>Branstad, Vander Plaats, and Iowa Reps. <a href="http://iowaindependent.com/tag/chris-rants" target="_blank">Chris Rants</a> and <a href="http://iowaindependent.com/tag/rod-roberts" target="_blank">Rod Roberts</a> will face each other on June 8 in a Republican gubernatorial primary.</p>

			<content:encoded><![CDATA[<p>Iowa’s organized labor unions had to be pleased when 2009 came to an end.</p>
<p>The year began with another in a string of disappointing legislative sessions. None of labor’s four priorities — <a href="http://iowaindependent.com/tag/choice-of-doctor" target="_blank">choice of doctor</a>, <a href="http://iowaindependent.com/tag/prevailing-wage" target="_blank">prevailing wage</a>, <a href="http://iowaindependent.com/tag/open-scope-bargaining" target="_blank">open-scope bargaining</a> and <a href="http://iowaindependent.com/tag/fair-share" target="_blank">fair share</a> — garnered the 51 votes needed in the Iowa House to pass, despite a 56-44 Democratic majority that organized labor helped build.</p>

<p>Then the economy crashed, creating a gaping hole in the state’s budget that was filled with <a href="http://iowaindependent.com/20732/culver-orders-10-percent-budget-cut-hundreds-of-layoffs-likely" target="_blank">across-the-board cuts</a>. The group most affected by these cuts was public sector employees, who agreed to <a href="http://iowaindependent.com/22843/afcme-members-approve-contract-changes" target="_blank">re-open their contracts in order to avoid nearly 500 layoffs</a>.</p>
<p>Now, with the <a href="http://iowaindependent.com/tag/2010-general-assembly" target="_blank">2010 General Assembly</a> set to gavel into session next week, <a href="http://iowaindependent.com/23683/budget-driven-policy-may-shortchange-iowas-most-vulnerable" target="_blank">more budget cuts are on the horizon</a>. So while their four principal legislative goals remain unchanged, the focus has shifted to ensuring legislators make sound budget decisions and avoid massive layoffs.</p>
<p>“Because of what we went through the last couple months with having to sit down with the governor to come up with an understanding and then having a statewide vote by our members to take five unpaid days to save 479 jobs, our priorities have shifted somewhat,” said <a href="http://iowaindependent.com/tag/danny-homan" target="_blank">Danny Homan</a>, president of the <a href="http://www.afscmeiowa.org/">American Federation of State, County and Municipal Employees Iowa Council 61</a>.</p>
<p><a href="http://iowaindependent.com/tag/afscme" target="_blank">AFSCME</a>&#8217;s members are understandably concerned, Homan said, and “some are probably very pissed off.” The bulk of what has been done to this point to balance the state budget “has been done on the back of the state’s employees,” and now they are worried about what will happen to them in the next fiscal year.</p>
<p>“At some point, doing more with less just breaks down, and I think we’re at that point,” he said. “I think we have to figure out how to keep what we have, because we just can’t keep doing more with less. The less is running out.”</p>
<p>Homan said one of the first goals would be to work out an early retirement package so that some state workers can leave their jobs voluntarily instead of being forced out. The union is also going to push for a comprehensive overhaul of the state’s workforce.</p>
<p>“The system right now is heavy on management,” he said. “We want to go in and take a look at the level of management we have in state government and make sure that’s at an appropriate level and come up with ways to, instead of always laying off the folks who do the front-line work, maybe eliminating some middle management positions that have grown during good times.”</p>
<p>The hardest work, though, will be reworking Iowa’s tax system to make it fairer, said <a href="http://iowaindependent.com/tag/ken-sagar" target="_blank">Ken Sagar</a>, president of the Iowa Federation of Labor AFL-CIO.</p>
<p>“We are at one of those critical points where we as a state are going to have to decide how we’re going to do things in the future,” Sagar said. “Are we going to continue to give tax breaks to people so they can buy airplanes, or, are we going to take those tax breaks back and fund education?”</p>
<p>Legislators, especially in the wake of the <a href="http://iowaindependent.com/tag/film-tax-credits" target="_blank">film tax credit scandal</a>, have already vowed to look at all tax credits offered by the state to evaluate their worth. Homan said that while no one wants to pay more taxes, there are obvious examples of tax breaks that benefit the few that could be eliminated.</p>
<p>“You don’t pay any sales tax on ostriches,” he said. “Somebody that goes out and buys an airplane, they don’t pay a sales tax on an airplane, nor do they pay sales tax on the parts to repair that airplane. Clearly, legislators don&#8217;t want to raise taxes, but there are things they can do that won’t raise a single tax on a large majority of Iowans.”</p>
<p>Another example of smart budgeting would be combined corporate reporting, which would close a tax loophole allowing multi-billion dollar corporations that do tens of millions of dollars of business in Iowa to avoid paying Iowa income taxes, said <a href="http://iowaindependent.com/tag/marcia-nichols" target="_blank">Marcia Nichols</a>, political and legislative director for American Federation of State, County and Municipal Employees Iowa Council 61.</p>
<p>“For a corporation to come in here and make money off of Iowa citizens and pay no taxes, we’ve been harping on that for eight years now,” she said. “That’s not going to affect the average citizen, but it will put more money in the state government to allow us to continue to provide services to the most vulnerable citizens and education of our children.”</p>
<p><strong>Four principles</strong></p>
<p>Despite an historic budget crisis, Nichols said labor will still be working to pass the four principles it has been advocating for many years. While the votes are there in the state Senate, in the House a handful of Democrats have blocked the passage of labor’s priorities. And when a bill expanding collective bargaining rights of public employee unions cleared the legislature in 2008 it was <a href="http://iowaindependent.com/2328/culver-vetoes-collective-bargaining-bill-pay-raises" target="_blank">vetoed by Gov. Chet Culver</a>.</p>
<p>Republicans and business groups like the <a href="http://iowaindependent.com/tag/iowa-association-of-business-and-industry" target="_blank">Association of Business and Industry</a> have been adamantly opposed to labor’s agenda. House Minority Leader <a href="http://iowaindependent.com/tag/kraig-paulsen" target="_blank">Kraig Paulsen</a>, R-Hiawatha, told the Mason City Globe-Gazette that as long as the <a href="http://www.globegazette.com/articles/2010/01/04/news/latest/doc4b42bd11dc968028414212.txt#vmix_media_id=9007753" target="_blank">labor bills remain on the table</a>, some employers would not invest in Iowa or its work force.</p>
<p>Sagar points to one of the four bills — changing Iowa workers’ compensation law to allow employees the right to designate a doctor to treat them for workplace injuries — as an example of the hypocrisy of the opposition.</p>
<p>“When people were opposing health care reform, one of the principal things they talked about is that ‘By God, we have to make sure you don’t lose the ability to choose your own health care provider,&#8217;&#8221; he said. &#8220;And yet, here in Iowa it seems to be almost sacrilegious for people to choose their health care provider if they happen to be injured on the job. This doesn’t make any sense to me.”</p>
<p>One unlikely ally labor has garnered is <a href="http://iowaindependent.com/tag/steve-deace" target="_blank">Steve Deace</a>, the host of a Christian program on Iowa’s largest radio station and an influential voice in the social conservative community. While he doesn’t necessarily support labor&#8217;s agenda, he called Republicans “hypocrites” for opposing things like &#8220;choice of doctor.&#8221;</p>
<p>“They don&#8217;t want to let the little guy go to the doctor of his choosing, yet they&#8217;re also concerned the Mitt Romney-[Barack Obama] health care omnibus bill is going to allow the government to dictate what health care you can get and from whom,” he said. “Huh?”</p>
<p>Deace also pointed to prevailing wage, which would require contractors to pay the same hourly wages and benefits on public projects as they would pay on private sector projects, as an example of Republican hypocrisy.</p>
<p>“A lot of the same Republicans railing against things like prevailing wage also have no problem with raiding taxpayer money for their corporate buddies,” he said. “For example, how many of the top Republican donors in Iowa are getting rich off of taxpayer-subsidized industries like ethanol or state-sanctioned gambling?”</p>
<p>If corporations and millionaires are going to be allowed to “raid the treasury, then it&#8217;s only fair to let the little guy who does most of the living and dying in this state get his cut as well,” Deace said.</p>
<p><strong>Election year power</strong></p>
<p>In recent years, national and international unions have played a significant role in Iowa elections. In 2008, AFSCME International donated $346,000 to the political action committee of its Iowa local, AFSCME Iowa Council 61. Among other big unions donors were the <a href="http://www.seiu.org">Service Employees International Union</a>, which donated $125,000 to its local, and the <a href="http://www.liuna.org/">Laborers’ International Union</a> of Illinois, which contributed $200,000 to the Great Plains Laborers’ Council Iowa PAC.</p>
<p>That money helped Democratic candidates and county parties around the state, and Democrats expanded their majorities in both the House and Senate.</p>
<p>But after Democratic majorities failed to move key components of organized labor’s agenda from 2007 to 2009, some Democrats are quietly concerned that national labor groups won&#8217;t direct resources to Iowa, instead moving on to other states where large investments seem more likely to pay dividends.</p>
<p>Homan said who the union ultimately supports will be up to the members, just like it has always been.</p>
<p>“Who our members want to go out and work for are the candidates we will work for,” he said. “Frankly, it’s never been about how much money this union gives. It’s about people we can put in the streets working for candidates. We will work for candidates who will work for working people issues.”</p>
<p>Senate Majority Leader <a href="http://iowaindependent.com/tag/mike-gronstal" target="_blank">Mike Gronstal</a>, D-Council Bluffs, said during a time of economic trouble, labor bills would help bolster the state’s middle class.</p>
<p>“We’d like to grow the middle class in Iowa and we think those issues will help strengthen the voice of ordinary people in the work place, and that’s important,” he said. “It’s hard to tell whether the votes are there to pass them. I can’t say I know at this point what the best opportunities are, but if we find the votes we will certainly go forward with them.&#8221;</p>

<p>City officials in Memphis, Tenn., are so fired up they’ve filed a lawsuit <a href="http://www.nytimes.com/2009/12/31/us/31wells.html?ref=todayspaper" target="_blank">charging Wells Fargo &amp;Co. with discriminatory lending practices</a>.The allegations they are making are almost identical to those leveled here in Iowa, where a study found that minority homeowners in Des Moines were <a href="http://iowaindependent.com/19157/wells-fargo-accused-of-racially-discriminatory-lending-practices" target="_blank">three times more likely to receive high-cost subprime mortgage loans</a> from the mortgage giant than white homeowners.<span id="more-24844"></span></p>
<p>The New York Times reports:</p>
<blockquote><p>The lawsuit, filed in federal court in Tennessee, marshaled a raft of statistics to argue that Wells Fargo offered one lending reality for whites and another for blacks. In Shelby County, which includes Memphis, one of every eight Wells Fargo loans in predominantly black neighborhoods resulted in foreclosure, compared with only one in 59 such loans in white neighborhoods, the lawsuit said.</p>
<p>Such charges, if proven, amount to reverse redlining — marketing expensive loan products specifically to black customers.</p></blockquote>
<p>For anyone who’s been following the reporting of The Washington Independent&#8217;s Mary Kane on Wells Fargo, this should come as no surprise.<span id="more-72867"> </span> First, there was that Cleveland <a href="http://washingtonindependent.com/47925/cleveland-neighborhoods-win-a-round-in-fight-against-banks-over-foreclosures" target="_blank">case</a> in which Wells was found to be violating public nuisance laws by failing to clean up its foreclosed properties. Next came the <a href="http://washingtonindependent.com/60234/theres-more-to-answer-for-in-the-wells-fargo-subprime-suits" target="_blank">charges</a> from the state of Illinois that Wells had targeted Latino residents for subprime loans, even in cases when potential borrowers could afford less expensive options. Then came the California-based class-action <a href="http://washingtonindependent.com/58243/class-action-suit-accuses-wells-fargo-of-discrimination-by-neighborhood" target="_blank">lawsuit</a> alleging subprime discrimination against the bank. And finally, Mary uncovered the bank’s alleged strategy of <a title="http://washingtonindependent.com/59633/suit-alleges-trusted-black-figures-drew-minorities-to-high-rate-loans" href="http://washingtonindependent.com/59633/suit-alleges-trusted-black-figures-drew-minorities-to-high-rate-loans" target="_blank">hiring high-profile black figures such as Tavis Smiley</a> to lure potential black borrowers to “Wealth Building” seminars, where Wells employees would be waiting to sign attendees up for more expensive subprime loans, according to a lawsuit filed by the Illinois attorney general.</p>
<p>So far, there has been no legal action taken against Wells Fargo in Iowa.</p>

			<content:encoded><![CDATA[<p>Three women &#8212; Michelle Obama, Hillary Clinton and Sonia Sotomayor &#8212; lead <a href="http://www.gallup.com/poll/124790/Political-Winners-Circle-Filled-Figures-Close-Obama.aspx" target="_blank">the list of political winners in 2009</a>, according to a new Gallup poll.<span id="more-24515"></span></p>
<p>More than 70 percent of Americans, according to the poll, believe that First Lady Michelle Obama and U.S. Secretary of State <a href="http://iowaindependent.com/tag/hillary-clinton" target="_blank">Hillary Clinton</a> are political &#8220;winners&#8221; in 2009. Only 21 and 25 percent, respectively, viewed the two as being &#8220;losers&#8221; during the past year. Supreme Court Justice Sonia Sotomayor also fared well with 57 percent viewing her positively and only 24 percent declaring her a &#8220;loser.&#8221;</p>

<p>President <a href="http://iowaindependent.com/tag/barack-obama" target="_blank">Barack Obama</a> was also viewed favorably by most completing the poll. A full 58 percent of Americans viewed him as a &#8220;winner,&#8221; but his &#8220;loser&#8221; standing was well above the three women, with 38 percent of respondents referring to him as a political &#8220;loser&#8221; in 2009.</p>
<p>Those leading in the &#8220;loser&#8221; bracket are South Carolina Gov. Mark Sanford, White House party crashers Tareq and Michaele Salahi and South Carolina U.S. Rep. Joe Wilson, the Republican of &#8220;you lie&#8221; fame. Ratings were almost identical for Republicans in Congress and Speaker of the House Nancy Pelosi, a California Democrat. Of those polled, 52 percent proclaimed congressional Republicans as political &#8220;losers.&#8221; In addition, 50 percent of those polled believed Pelosi to be a political &#8220;loser.&#8221;</p>

<p>The State Police Officers Council (SPOC) has agreed that its 640 members will take five furlough days during the remaining 7 months of FY2010, a move that will create approximately $847,435 in savings.</p>
<p>The state would also suspend contributions to a deferred compensation retirement plan, according to the agreement. The governor’s office estimates this provision will create approximately $226,232 in savings.</p>
<p>The agreement mirrors one reached by the state and the <a href="http://iowaindependent.com/22033/afscme-reaches-tentative-agreement-with-state" target="_blank">American Federation of State, County and Municipal Employees Local 61 last week that saved 479 jobs.</a></p>
<p>By agreeing to these measures, SPOC members will be safe from layoffs during the current fiscal year, which ends July 30, 2010.</p>
<p>Next week , the SPOC Board will submit the agreement to union members for a full vote. An announcement on the outcome of the vote is expected close to the AFSCME vote on Nov. 25.</p>
<p>&#8220;I want to thank the leadership at SPOC for joining with us to protect essential public safety jobs,” Culver said in a statement. “This understanding will help to keep Iowans safe while meeting our obligation to balance the state budget.  I am very pleased by the agreement and I encourage the membership to vote yes on this measure.”</p>
<p>Last month, Culver ordered <a href="http://iowaindependent.com/21087/nearly-800-could-face-layoffs-under-iowa-budget-cut-proposals" target="_blank">a 10 percent across-the-board cut to the state’s budget.</a> Initial budget cut proposals called for more than 800 layoffs. Culver announced that unions representing employees from the Department of Public Safety and Department of Corrections<a href="http://iowaindependent.com/21301/culver-to-unions-reopen-contracts-or-face-huge-layoffs" target="_blank"> would have to open up their contracts in order to avoid layoffs. </a>Two of the three unions have now come to understandings with the state government, with the third, Iowa United Professionals (IUP), deciding to accept 55 layoffs.</p>
<p>IUP represents 3,000 members, including social workers and corrections counselors.</p>

			<content:encoded><![CDATA[<p>Iowa&#8217;s largest union has reached a tentative agreement with the state, avoiding 479 layoffs that could have resulted from Gov. Chet Culver&#8217;s 10 percent budget cut ordered last month, which many feared would impact public safety.<span id="more-22033"></span></p>
<p>The 479 positions include front line correctional officers, parole probation officers and other support positions.</p>
<p>Culver called on AFSCME and two other unions that represent employees of the Department of Corrections and the Department of Public Safety to <a href="http://iowaindependent.com/21301/culver-to-unions-reopen-contracts-or-face-huge-layoffs" target="_blank">reopen their contracts in an attempt to avoid deep job cuts.</a> AFSCME Iowa Council 61 President Danny Homan said Monday the union did everything it could to save the jobs of its members.</p>
<p>The changes to the contract, which will be voted on by union members no later than Nov. 25, include:</p>
<ol>
<li>Each of the approximately 20,000 state employees who are covered by the AFSCME Master Agreement will be required to take five mandatory unpaid days during the remaining 7 months of FY2010 which ends June 30, 2010. This provision will create approximately $22 million in savings, the governor&#8217;s office contends.</li>
<li>The deferred compensation program for state employees will undergo temporary changes to suspend the state’s contribution through June 30, 2010. The employees’ contribution to the deferred compensation program will remain as currently allowed under the AFSCME Master Agreement. This provision will create approximately $4 million in savings.</li>
<li>No AFSCME Iowa Council 61 executive branch state employee will be laid off between the date of approval and the end of the current fiscal year.</li>
<li>Non-union employees who are laid off will not be permitted to displace employees who are union members.</li>
</ol>
<p>“I want to thank the leadership at AFSCME for joining with us to save these essential public service jobs,” Culver said in a statement. “This understanding will help preserve vital services for Iowans while meeting our obligation to balance the state budget.  This is a positive step forward and I encourage the membership to vote yes on this measure.”</p>
<p>Last month, Culver finalized 34 departmental budget cut plans, which will result in 180 layoffs and the elimination of 229 open positions.</p>
<p>There has been no mention of contract negotiations with the other two unions that represent state corrections and public safety departments employees: the State Police Officers Council, which represents about 650 sworn officers and game wardens, and the Iowa United Professions which represents 3,000 members, including social workers and corrections counselors.</p>

<p>Republican gubernatorial hopeful <a href="http://www.robertsforgov.com/">Rod Roberts</a> of Carroll supports the ouster of three <a href="http://www.iowacourts.gov/Supreme_Court/">Iowa Supreme Court</a> justices that are up for retention votes in 2010 due to their verdict legalizing same-sex marriage earlier this year.</p>
<p>Roberts said he will personally vote &#8220;no&#8221; on <a href="http://www.iowacourts.gov/Supreme_Court/Justices/" target="_blank">all three who will appear on the ballot</a> — Chief Justice <a href="http://judgepedia.org/index.php/Marsha_Ternus">Marsha Ternus</a> and Justices <a href="http://judgepedia.org/index.php/Michael_Streit">Michael Streit</a> and <a href="http://judgepedia.org/index.php/David_Baker">David Baker</a> — and will use his campaign to encourage Iowans to do the same.</p>
<p>“We need to send a message to the Iowa Supreme Court that they are accountable to the people of Iowa,” Roberts said. “The problem with judicial activism is that it thwarts the will of the legislature and of the people of Iowa. Next November, it is our duty as voters to let these justices know what we think of their judicial activism.”</p>

<p>Roberts has long been critical of the court&#8217;s April decision in <em><a href="http://www.lambdalegal.org/in-court/cases/varnum-v-brien.html">Varnum v. Brien</a></em>, in which six same-sex couples sued Polk County Recorder Timothy Brien for not issuing them marriage licenses. The court unanimously ruled that Iowa&#8217;s law denying same-sex couples the right to marry <a href="http://iowaindependent.com/13471/full-text-of-the-iowa-supreme-courts-same-sex-marriage-decision" target="_blank">violates the equal protection clause of the Iowa Constitution.</a></p>
<p>In Iowa, Supreme Court judges are up for retention every eight years.</p>

			<content:encoded><![CDATA[<p>A golf outing in West Virginia and a weekend getaway to Atlantic City, N.J., are just two of the trips taken this year by U.S. Rep. Tom Latham of Ames that have garnered the attention of campaign finance watchdogs.</p>
<p>That’s because the trips were paid for by Latham&#8217;s political action committee and touted as fundraising events, a practice that is legal but that government reform advocates contend turns the PAC into little more than a slush fund designed to skirt campaign finance law.</p>

<p>And an Iowa Independent investigation found similar trips to prestigious golf resorts around the country throughout 2008, all paid for with PAC money.</p>
<p>These types of political action committees, known as &#8220;Leadership PACs,&#8221; are designed as a way for lawmakers to raise money to be passed along to other members of their party for their campaigns. By making donations to members of their party, lawmakers can use their leadership PACs to gain clout and boost their bids for leadership posts or committee chairmanships.</p>
<p>But a joint investigation by the nonprofit news site ProPublica, ABC News and the Washington Post found that<a href="http://www.propublica.org/feature/leadership-pacs-let-the-good-times-roll-925" target="_blank"> a majority of the money raised</a> by leadership PACs goes to entertainment, administrative costs, fundraising and other categories that “are so vague that it&#8217;s impossible to know for sure how the money was spent.&#8221;</p>
<p>ProPublica found lawmakers used money from their PACs to pay for trips to places like Churchill Downs, Disney World and the Country Music Hall of Fame. They found that Rep. Charles Rangel, D-N.Y., used nearly $65,000 to commission a portrait of himself.</p>
<p>All five of Iowa’s congressmen and both senators have leadership PACs (Sen. Tom Harkin has two). But Latham’s organization, dubbed <a href="http://herndon1.sdrdc.com/cgi-bin/fecimg/?C00409672" target="_blank">For America’s Republican Majority (FARM PAC)</a> is getting the lion’s share of attention.</p>
<p>Latham, along with House Minority Leader John Boehner, Georgia Sen. Saxby Chambliss and North Carolina Sen. Richard Burr, held<a href="http://politicalpartytime.org/party/12837/" target="_blank"> a golf outing touted as a fundraiser for their leadership PACs</a> at the Greenbrier Resort in West Virginia in July.</p>
<p>In June, Latham hosted an <a href="http://politicalpartytime.org/party/12638/" target="_blank">Atlantic City weekend to benefit his PAC.</a> Lodging at the Trump Taj Mahal Casino Resort cost FARM PAC $1,377.36.</p>
<p>Disclosure reports filed in 2008 with the Federal Election Commission show FARM PAC paid for hotel accommodations at prestigious golf resorts around the country, including the <a href="http://www.greenbrier.com/site/" target="_blank">Greenbriar Resort</a> in September;  <a href="http://www.stregismb.com/" target="_blank">The St. Regis Hotel-Monarch Beach</a> in Dana Point, Calif. in August; and the <a href="http://www.laquintaresort.com/" target="_blank">LaQuinta Resort &amp; Club</a> near Palm Springs, Calif., in January.</p>
<p>Since returning to the capitol from the August recess, Latham has held <a href="http://politicalpartytime.org/search/Beneficiary/America%27s%20Republican%20Majority%20PAC/" target="_blank">two D.C. fundraisers for FARM PAC,</a> with a third scheduled for Oct. 27.</p>
<p>FARM PAC has raised more than $75,000 this year. According to the Center for Responsive Politics, the <a href="http://www.opensecrets.org/pacs/pacgave.php?cmte=C00409672&amp;cycle=2010" target="_blank">largest donors to FARM PAC in 2009</a> include Altria Group (formerly Philip Morris), AT&amp;T, California Dairies Inc. and Latham for Congress. The PAC raised $205,447 during the 2008 election cycle, with almost all of it coming from lobbyists, PACs and corporate leaders.</p>
<p>For some reason, ProPublica did not include Latham&#8217;s PAC in their <a href="http://projects.propublica.org/lpacs/pacs" target="_blank">breakdown of more than 400 leadership PACs</a>. The site did, however, look at rest of Iowa&#8217;s congressional delegation and found that they have not followed down a similar path as Latham.</p>
<p>More than <a href="http://projects.propublica.org/lpacs/pac/bringing-leadership-back-pac" target="_blank">80 percent of money spent </a>during the 2008 election cycle by Democratic Rep. Bruce Braley’s leadership PAC, <a href="http://herndon1.sdrdc.com/cgi-bin/fecimg/?C00448472" target="_blank">Bringing Leadership Back PAC</a>, was spent on campaign contributions to fellow Democrats.</p>
<p>Republican Rep. Steve King&#8217;s <a href="http://herndon1.sdrdc.com/cgi-bin/fecimg/?C00428839" target="_blank">Conservative Principals PAC</a> spent nearly <a href="http://projects.propublica.org/lpacs/pac/conservative-principles-pac" target="_blank">50 percent of its money </a>on what ProPublica classifies as &#8220;entertainment, events and travel,&#8221; mostly on payments to the fundraising telecommunications company Liberty Phone Center.</p>
<p>Democratic Rep. Dave Loebsack&#8217;s <a href="http://herndon1.sdrdc.com/cgi-bin/fecimg/?C00455840" target="_blank">I-PAC</a> and Democratic Rep. Leonard Boswell&#8217;s <a href="http://herndon1.sdrdc.com/cgi-bin/fecimg/?C00433177" target="_blank">BOSPAC</a> spent almost all of the very small amount of money raised in 2008 on campaign contributions.</p>
<p>A little <a href="http://projects.propublica.org/lpacs/pac/independent-action" target="_blank">more than 70 percent of the money</a> spent by Harkin’s<a href="http://herndon1.sdrdc.com/cgi-bin/fecimg/?C00139741" target="_blank"> Independent Action Inc.</a> during the 2008 election cycle went for administrative costs. As for his <a href="http://herndon1.sdrdc.com/cgi-bin/fecimg/?C00385732" target="_blank">To Organize a Majority PAC</a>, more than <a href="http://projects.propublica.org/lpacs/pac/to-organize-a-majority-pac" target="_blank">57 percent of its expenditures</a> went to campaign contributions for Harkin&#8217;s senate colleagues, with 25 percent going to &#8220;fundraising consultants.&#8221;</p>
<p>Sen. Chuck Grassley&#8217;s <a href="http://herndon1.sdrdc.com/cgi-bin/fecimg/?C00379479" target="_blank">Hawkeye PAC</a> spent nearly <a href="http://projects.propublica.org/lpacs/pac/hawkeye-pac" target="_blank">78 percent of its money </a>on campaign contributions.</p>
<p>Responding to a request for comment, Latham&#8217;s spokesman, Fred Love, said in an e-mail to the Iowa Independent that the congressman&#8217;s official office does not work with or speak on behalf of any campaign committees. Phone calls to the number listed for the Alexandria, Va., offices of FARM PAC were not answered.</p>

<p><a href="http://vimeo.com/6743394">The video</a>, along with a link to <a href="http://www.ncfje.org/templates/articlecco_cdo/aid/799796/jewish/Pidyon-Shevuyim-Fund.htm">a donation page</a> run by the National Committee for Furtherance of Jewish Education, reminds members of the Jewish community that &#8220;Pidyon Shvuyim is one of the greatest mitzvos possible.&#8221; Pidyon Shvuyim is the doctrine that commands Jews to redeem captives, which, according to the Jewish law called the Mishneh Torah, &#8220;takes precedence over supporting the poor or clothing them.&#8221;  This belief is further explained in the Yoreh Dei&#8217;ah, Chapter 252, which states: &#8220;Ransoming Captives takes precedence over feeding and clothing the poor, and no mitzvah is as great as ransoming captives. Therefore, any money which is collected, even for a religious purpose, may be diverted to ransom captives even if it is raised for the purpose of building a synagogue&#8230;&#8221;</p>
<p>While non-Jewish readers may not understand the significance of &#8220;ransoming captives,&#8221; it has been a very real and unfortunate part of Jewish history. The first likely incident was highlighted in the Bible when Lot, nephew of Abraham, was taken captive during the battle between Mesopotamian and Canaanite kings. Enemies and rogues learned that taking Jews captive could be very lucrative since the community was mandated and bound by law to pay the ransom. Historically, then, Pidyon Shvuyim has been used to gather or collect funds for the release of prisoners of war or others being held hostage against their will.</p>
<p>According to <a href="http://failedmessiah.typepad.com/failed_messiahcom/2009/09/chabad-calls-for-special-day-of-prayer-for-rubashkin-345.html">information</a> published by Shmarya Rosenberg at Failed Messiah, the pledge drive for the legal fund appears to be a continuance of a prayer vigil and other activities for the benefit of the Rubashkin family. Rosenberg notes that there is no way to designate specific purposes of Pidyon Shvuyim funds donated via the site, and that all donated funds will be placed in the Rubashkin legal defense fund.</p>
<p>&#8220;It has been a very challenging year for us,&#8221; Weiss notes in the video as photos of her father in custody are shown. She also notes that the situation has been an opportunity for the family to renew their faith.</p>
<p>&#8220;Now, a few days before Yom Kippur, I ask you to please open your hearts and help my father who never turned anyone down,&#8221; she says. &#8220;The lawyers estimate that from now until the end of trial it cost about $500,000.&#8221;</p>
<p>Yom Kippur, the Jewish Day of Atonement, begins at sundown on Sunday, Sept. 27, and ends at nightfall on Monday, Sept. 28. It is considered the holiest of holy days of the Jewish year.</p>
<p>Sholom Rubashkin served as the day-to-day manager at the Agriprocessors plant in Postville at the time of a massive immigration raid that resulted in 389 plant workers, most Guatemalan or Mexican, being detained by federal authorities. He was taken into custody by federal authorities in the fall of 2008, and is currently facing a litany of charges ranging from bank fraud to immigration-related offenses. Chief Judge Linda R. Reade ruled last month that due to negative media, Rubashkin could not receive a fair trial in Iowa and moved the proceedings to Sioux Falls, S.D. The trial is set to begin on Oct. 10.</p>
<p>Rubashkin and his legal team have launched a law suit against the federal government, citing that officials with Immigration and Customs Enforcement did not provide a response to a Freedom of Information Act request. Rubashkin asked the government to provide any and all documentation in relation to the May 2008 raid in Postville, which led to the 163 charges he now faces.</p>
<p>Rubashkin and several other members of plant management, including his father, A. Aaron Rubashkin, who resides in Brooklyn, N.Y. and founded the company, also face several thousand state charges of alleged child-labor law violations.</p>
<p>The plant, which has emerged from bankruptcy proceedings, is now organized with a new name, Agri-Star, and is under new management. It continues to operate in Postville.</p>
