Senate Majority Leader Michael Gronstal says the delay by Congress makes planning “kind of messy.”

Gov. Chet Culver has said he’ll likely call a special session after a commission studying flood damage issues a report in early September. But G[r]onstal says planning will be tough because the bulk of recovery money will come from the federal government and their decisions will be delayed.

Meanwhile, Gronstal’s fellow Democrats seeking federal office are busy defending themselves against this charge.
