It should not be guaranteed anything. Look at the mess in the Democratic party now all because of Iowa and its support of the empty suit Obama !!! Primaries should be on a rotating basis and all these caucus states that breed corruption - look at Texas in particular- should be eliminated. Every state should have a CLOSED primary with the same rules for all !!! Iowa is NOT representative of the rest of the nation. It should not be guaranteed anything.
