State Senator Joe Seng of Davenport believes in Joe Biden.  Seng was the first senator from Iowa to endorse Senator Biden’s presidential bid.  He says Biden, “plans on winning” despite low fundraising totals.

Seng says it will not deter him from voting for his candidate and Biden uses the opportunity to promote public financing legislation for campaigns.
